Refund payment

Marks a completed payment as refunded in Guarantee Pay.

Only completed payments can be refunded. Other statuses return INVALID_PP_ID.
Calling it again on an already refunded payment returns the same response, so retries are safe.
The response has the same fields as verify-payment, with "status": "refunded".

This updates the status only. It does not send money back through bKash, Nagad or any other gateway. Return the money to the customer yourself.
